If my impression is incorrect I should be oblig if Your Lordship could arrange for a member of the firm to pay a special visit to Hongkong this year as I consider that it is very desirable that no time should be lost..

If such a visit on be arranged, it would be well that this Government should be informed as far in advance as possible of the nature of the preliminary informa- -tion which the expert would require in order that any necessary investigations and reporte may be taken in hand, My Executive Council having expressed

their entire concurrence in these views, I consultai the Unofficial Membors of the Legislative Council who unanimously agreed to the provision of whatever sums would be required to pay the expenses of such a visit, expressing the opinion that the money would be well spent.
